We target public entities that have abandoned their constitutional mandates in favor of internal vendettas, digital censorship, and procedural fraud.

The Shelter Cove Resort Improvement District (RID)

STATUS: Federal Litigation Pending (42 U.S.C. § 1983)

LEAD AGENCY: Resort Improvement District No. 1, Humboldt County, CA

The Frendozer Project has formally opened an investigation into the administrative conduct, constitutional compliance, and fiduciary practices of the Shelter Cove RID. This audit was initiated following documented instances of institutional retaliation, the fabrication of public records, and the systematic obstruction of First Amendment rights.

AUDIT SCOPE AND ALLEGATIONS

1. FIRST AMENDMENT RETALIATION

District leadership has utilized official municipal channels (including public service announcements and social media) to circulate defamatory, knowingly false statements regarding a constituent’s emergency response experience.

  • Status: Evidence of malice is secured. Internal admissions from District leadership confirming the lack of a factual basis for defamatory claims have been archived and preserved.

2. SPOLIATION OF EVIDENCE

Following the service of a formal Legal Hold and notice of pending federal litigation, the District engaged in the systematic removal of historical Board meeting minutes, agendas, and voting records from its official domain.

  • Status: Documented and timestamped. All missing historical records that can be located outside of the previously maintained RID accesspage are actively being mirrored by Frendozer Project archives to protect the public record from further destruction.

3. PROCEDURAL FRAUD AND OBSTRUCTION

District management has attempted to induce a waiver of federal legal remedies by providing misleading legal counsel to a citizen claimant.

  • Status: Formal Notice of Personal Liability served upon General Manager Christopher Christianson

THE “SHIELD” AND THE “SWORD”

  • THE SWORD: This audit is currently the subject of an active federal civil rights claim. We are entering the discovery phase where we will compel the physical production of all internal communications, financial ledgers, and insurance claim files previously withheld from the public.
  • THE SHIELD: The Frendozer Project has established this public archive to ensure the community retains access to the records the District has sought to vanish.
